The Directorate of Criminal Investigations (DCI) has announced a cash reward for anyone who can provide information leading to the arrest of Collins Jumaisi Khalusha, a suspected serial killer who escaped custody on Tuesday.
In a public notice, the DCI stated that a “significant cash reward” would be offered for credible information on the whereabouts of Khalusha and the other suspects who escaped. The public is urged to report any information confidentially by calling police hotlines 911, 999, or 112, or by visiting the nearest police station.
Khalusha is among 13 suspects who managed to escape from Gigiri police station in what is believed to be an insider-aided operation. A fraud suspect, who was in custody on the same night, revealed to investigators that the escape did not occur by cutting through the wire mesh at the cells’ basking bay, as initially thought.
Gigiri Police Station has six cell cubes, with three on each side separated by a corridor. Khalusha, a prime suspect in the Kware murder case, was held in a cell at the far end. He had been detained there since July 17th, locked in his cell and chained to the ground on an elevated metal sheet inside the cube.
When officers checked, they found that Khalusha had already been unchained, and his cell door had been opened, allowing him access to the corridor. The handcuffs used to restrain him were left abandoned, and the suspect was missing.
A witness reported seeing two police officers receive money from one of the Eritrean detainees before leaving, supposedly to visit the canteen. One of the officers appeared intoxicated, which insiders at the station confirmed was not unusual for him. With these officers absent, the 13 suspects were able to walk out through the report desk and escape into the night.
At around 5:45 am, a woman tasked with serving breakfast to the detainees discovered that some were missing and immediately alerted the two officers on duty. It took some time before senior command was informed of the escape. The witness has since identified the two officers involved.
A manhunt is now underway for the escapees.
